Stalling the Vetting and Barring Scheme
As you would expect, the new Coalition Government are presently reviewing and reassessing a number of Government initiatives that were the work of the previous Labour Government, including the proposed Vetting and Barring Scheme. Brendan Wincott, mhl's Employment Law Compliance Officer tells us more.
When speaking about this latest development, Brendan explained that “the Coalition Government have announced this week that they are stalling the implementation for the future stages to the Vetting and Bar Scheme’s implementation.
From the 26th July 2010 those employees entering or moving within a regulated activity, working with children or vulnerable adults were going to be eligible to register with the Independent Safeguarding Authority (ISA) in anticipation of the implementation of compulsory registration which was set to come into force later this year. However, the Coalition Government has stalled this implementation stage to enable it to review and remodel the scheme.”
When asked about the changes already implemented from October last year, Brendan explained that “these will remain intact and continue to apply. You may recall that these changes introduced in October 2009 were the formation of the new “Barred Lists” which amalgamated the various protection lists such as POVA, POCA, List 99 etc.
In addition, the offences created for knowingly employing, or attempting to apply for a position whilst on the barred list remain as offences. Furthermore, the new reporting duties imposed on employers also remain as responsibilities after having been introduced in October 2009.”
