Under The Regulatory Reform (Fire Safety) Order 2005 there is now a legally designated ‘responsible person’ who must arrange for a Fire Risk Assessment to be undertaken. The “responsible person” is someone who has control, or a degree of control, over premises or fire-prevention systems within premises.

The ‘competent person’ is explained in the Regulatory Reform (Fire Safety) Order 2005 as being a person who has sufficient training and experience or knowledge to be able to undertake a fire risk assessment. Only a suitably ‘competent person’ should attempt to complete a Fire Risk Assessment. In essence, very few employers have the competence in-house to complete a suitable and sufficient Fire Risk Assessment.
